Saw a red painted implement basically just like that, 3pt, at Farmfest this week. It was in the back row (east side) wife and I were running out of steam so I only looked at it, can't remember the name now. It had smooth blades, not the notched, but otherwise same action, including the stablizer straight blades on the end.
Wish I remembered more about it, it did catch my interest as to what the goal of the machine was.
Anybody seen this tillage tool at work? (pic)
