"Large livestock operations are regulated to a degree that would give most crop farmers nightmares. " One step farther, sewage treatmnet, that is up to what a small town needs. The person also has to have the state license to run the treatment setup, just like the town person. My little town rebuilt theres last year, Ultra violet lights, lagoons, the works, same with the livestock. output clean enough to drink. No reason it cant and shouldnt be required. I remeber over the years, did it myself, and some still do, raw livestock "sewage" spread on frozen ground. no no, not anymore those days are long gone.
