Field horsetail, most likely. The other varieties like marsh horsetail are less common, but it depends on your location.
Hard to kill, its underground rhizomes and roots can outweigh the ground vegetation 100 to 1 for some species.
Tilling will just propagate it, you need a spade and removing all the roots parts manually.
