Local FSA office sent this out in email on July 11th which is prior to the extension being announced.

"The office is extremely busy with people reporting their crops and signing up for DCP. Remember that July 15th is the deadline to report crops, walk-ins are welcomed or appointments by request. Due to the late spring we still have 40% of the farms that need to be reported. Please call or stop in and if we cannot serve you by the 15th due to heavy traffic, we will write your name on a register and you will be considered timely filed. But you must make contact with the office!"

I don't know what's normal for the number of farms being reported by July 11th, but 40% in the remaining few days seems high.  Is there a reason why so many have not reported?
