Unless the neck can be adjusted enough, placing a ball at other than pick-up bed height, the ball will need to installed at the correct location. We have always reinforced a piece of 3 x 12 C-channel (usually truck frame cut-off) for the ball, and set it on the lower flange of the truck frame. Slide the fifth wheel forward to expose the ball.
