Not necessarily. Depends on the carrier and type of data connection, but a lot of systems use a different radios for the voice and data.
For example, I use T-Mobile - their 1x data link uses the same radio as the voice, and voice gets priority. However, the 3G data link is a different radio that can operate independently of the voice.
