Not sure why Dale is having a problem wrapping hay below 35% , likely using Grand Harvest plastic we have wrapped for years dry hay with no problem, the sercret is having good plastic like Silotite and at least 6 layers,  only time we have a problem is the yrs we used Grand Harvest plastic, has no tac what so ever, with Silotite it has tac on both sides.
