 Yorkshire UK | Windows 'Paint' is on there already and has been revamped somewhat in recent years - quite good for resizing.
I would consider installing free Irfanview which has good control of the final size produced as you can set the compression percentage as the last step.
There's other useful basic editing included.
Another one I rather like is faststone image viewer, I have this as the default to preview images and while viewing an image, moving the mouse to the side pops out an editing menu. Again quite basic but good to quickly resize while viewing a folder from the camera, | |
