I agree, Modern Raven controllers have a feature called Display Smoothing. By default Display Smoothing is ON. Display Smoothing will show the target rate rather than the actual applied rate unless the applied rate is significantly different. Display Smoothing can be shut OFF and I suspect the Raven would have shown the numbers that you indicate.

I don't recall if EZ-Boom has that feature or not. Seeing it vary like you indicate is no reason for concern.
