The can bus is the comunication between controllers. Its has a can low and can high wire, the two voltages added together will equal 5 volts. When there is no messages on the can both low and high will read 2.5 volts. The more messages the can low lowers and can high increases, they will always be changing unless the controllers are unhooked and there are no messages. The voltages you are displaying are normal. That is a terminator in the picture but tractors have multiple can busses as more controllers and functions are being built into new equiptment.
