Sounds like a job for CC Meyers. Notorious for bidding jobs really cheap and being able to make a profit by the early time bonuses.

Same company got a $14.8 million bonus for fixing another bridge damaged in an earthquake in 66 days, 74 days ahead of schedule. Not something you typically see in government sponsored construction. | |
