Flow meters are going to set you back a few dollars. How about this for a cheap no cost improvement. Run your garden hose into two 5 gallon buckets and time how long it takes to fill them with 10 gallons of water. Then, drop the hose into your empty sprayer and again using your stop watch, every x minutes/seconds put a mark on your tank to mark 10 gallon increments. This should work assuming your water flows from your garden hose at a constant rate.

Also keep in mind different chemical mixtures are going to flow different than plain water.
