According to this PDF submitted by Deere:

for the sale a tractor to the state they offer a 27% discount off of full list price for 5000, 6000, 7000, 8000 series tractors.
Of course, governments are pretty good customers to have, they don't expect "free" hats, jackets, don't have to feed them at dealer "Deere Days", don't complain/haggle over parts and service prices, they pay their bills on time, etc. etc.
