I think you need to run the engine faster to get into the power band. Between 2500 and 2800 rpm would be my guess. According to this site http://www.powertechengines.com/100.html the 460 industrial engine produces 173hp on gasoline at 2800rpm, 161hp on LPG and 148hp on natural gas.
