You've obviously never met one of the people he's talking about. I know of several people buying .223 "just to have it" and they don't even own anything to fire it in.
I don't see anything wrong with that either. What exactly is wrong about having ammo for a gun you do not have? Because they have it and you don't? Sorry, that's not a good enough reason for me.
