No.

This is the order of a normal installation process when you have a blank new hard drive:

 

1. Install the operating system (in your case Windows 7). If you haven't used some other program to partition and format your drive, the Windows installation DVD will help you do that as a part of the Windows Installation process.

2. Install drivers.

3. Install Anti-virus

4. Install Windows Updates

5. Install whatever programs you want to use

 

You cannot install drivers without first having an operating system. If the original operating system installation on a hard drive becomes corrupted and you have to re-install the operating system, then re-install the drivers. Who knows how the 12 DVD's do that. They may use some cloning process or they may actually walk you through the installation procedure. I don't know. Sounds like one of those DVD's has drivers on so that you can install the drivers that were current when your computer was shipped. Usually better to get the up to date drivers off the Dell website anyway.
