There is a lot of wheat that gets planted without in row starter and I would guess that unless you have some unusual soil condition you would get along fine by just broadcasting the fertilizer and then top dressing with N again in the spring. Actually, there is probably enough carry over fertilizer from the last crop to take you to spring. Cover crops are often used to pick up the carry over N to keep it from leaching away.
