I would say that you most likely have a throttle shaft seal leaking fuel.The inection pump is internally pressurized to 30 psi by the internal fuel pump located in the front portion of the injection pump.The housing located at the rear of pump contains the governor. In this housing the throttle shaft hole wears oblong from the twisting of the throttle lever eventually causing the pressurized fuel to leak past.
