Check out the article on Zero Hedge. Branches of the Cyprus banks in London and some other Euorpean cities stayed open and allowed unlimited transfers this past week. So the rich may have moved all their money out ahead of the thieves. There could well be very few large accounts left for them to take 40% from, what now?
