Unless I'm misinterpreting your nitrate test, You need N now. I have found in my fields this year that 50% of the available N on a soil N test is in the ammonium form. Anytime I have had soil N tests at 20# available my wheat has shown it by having less than dark green color. The needing N now statement is based off of not knowing tiller numbers and not knowing previous crop and previous applied fert. For instance someone who applied 200# of ammonia sulfate in the fall or winter may have the majority of their N still in ammonium form since it has been cold and fairly dry.
