WC Illinois/SE Iowa
You are right, foliar feeding won't get you everything you need, but it can help. It does matter what you apply at foliage feeding time, but actually, more importantly, it matters WHEN you apply it. The optimum timing for soybeans is between the third and fifth trifoliate. A secondary timing is at about 80% pod set, but both timings require moisture to be consistent, and this second timing is less likely to get that moisture.
