I would absolutely put it down before your tillage. Lime (calcium carbonate) is not very soluable and doesn't move much. I have seen several soil tests where the pH is good to a bit high in the upper 2-4 inches and then get's very acidic <6.0 as you get into that 5-8 inch zone. It's best to correct your pH with lime and tillage, then do small annual maintenance applications if you decide to then no till or reduce tillage. Deep tilling it in will dilute the ammendment so you may have to put on an extra ton depending on the degree of acidity. Soil type/CEC will determine your rates as well.
