That is an "air break" breaker. If you look close you can see all three phases are seperated at the same time but only one started arcing. I am sure they had to replace both ends of the phase that arced due to decomposition of the material under the arc - basically a plasma field was generated at the tips that would melt even the best ceramics.

I would love to see the transient wave form created when that lit off. Would probably melt most power monitoring equipment without alot of built-in attenuation. I can't imagine the amperage required to overcome the resistance of air at that distance and power level.
