fall or spring?  you can do either.  I've seen timothy seeded either season.

You can seed it by itself, particularly in the spring.  You just need to stay on top of weed control.

Best timothy stand I've seen was spring seeded with oats.  Oats were mowed and chopped for silage at boot stage.  this removed the oats competition.
