Subject: because the seller does not have the grain

China does not buy grain from the farmer and the goverment can't force the farmer to sell the grain in the US. If the United States gov wants to start buying grain from the farmer then China would prob pay for it up front. The usda can't gur delivery so China does not have to pay up front. At least thats how it was explained to me at one time. Guessing Ray has a better answer.
