Dry extinguishers mounted on equipment will and do pack. If they were properly filled, inverting, and tapping will solve the packing problem real quick.
You can generally feel and hear if an extinguisher is packed by slowly tipping it.
Be happy you don't operate in NY, where we are required to have extinguishers inspected annually, by a licensed and registered expert.
