One warning: remember this site covers multiple geographies. What does or does not work well here (WHEREVER here is) may not work there. So take everyone's advice (mine included) as just advice and figure out what works for you.

Like the others so far, I would suggest no-till, at least to start with. Get an 8 - 30" or 12 - 30" planter and learn how to use it. Look up the guys at Exapta and Precision Planting and remember what I said about advice.

Do your due diligence, researching how others ideas fit your circumstances. To really give good advice will take more dialogue than may be possible here.

The CRP is a special challenge. You need to know what farming practices are or are not permitted.

If you have a rotation baling, what happens to the hay? Who cuts, rakes, bales, sells it?

I think my first suggestion would look into getting soil testing done. You need to start with the basics before progressing.
