Yes that is exactly it. I would have no idea why that was installed to use behind any JD tractor older than a 6,7 or 8000 series. That tube is bypassing oil around the fan motor. It was the factory fix for surging with the newer tractors. AA38537 is the part number of the tube and in the planter parts books is referred as a part in a vacuum motor control conversion.
