Upstate never did like NYC from what I have heard.
We have to have the big crash before any of this happens but when it does, who knows which way it would go. The cities and the poor states are so much different than the bulk of the rest of the nation.
11 states are now listed as bad investments in the "death spiral" commentaries and have more takers than makers right now.
