It seems to me that we are discussing two different things, one is cost projection, which to me includes inflation of prices as well as quantity used, and second is planning. The first is easy, figure 5%-10% and existing use. The second is growth, bigger, smaller, same, you choose. Write down what you want to in any quantity of detail that makes you comfortable, or don't.
Cost projections....for the folks that don't do them.
