Teff maybe? Very drought tolerant warm season annual with very stable seed (will wait on water). 2-3 cutting here last summer....either planted into prepared bed (following long term alf; drilled and broadcast then cultipacked) or NT (drilled into exist pastures)....droughty summer in NWAR with no irrigation.
Growers who want more hay should consider planting teff, sorghum-sudan hybrids, or pearl or foxtail millet when chinch bugs aren't a problem. A hay crop that can produce more than 2 tons/acre can still be grown if planted soon after wheat harvest – and rain is timely.

DOUBLE CROPPING
Because Teff can be planted from late spring to
mid-summer, it is a good double cropping option
following cereal grain crops such as wheat.
When double cropping Teff after wheat on the
Central and Southern Plains, growers should avoid
no-tilliing into overly tall stubble or over-working
dry soils. Teff must be planted no deeper than 1/4
inch and [b]can not[/b] be "planted to moisture". Grower
reports indicate poor stand establishment when
Teff follows triticale due to a possible allelopathic
interaction.Teff hay has a higher profit potential
than many alternatives due to its high yield and
high quality.
