I think dryness can lead to lower K values. However depending on your yields 200# of 0-0-60 every 2 years may not be quite enough. Corn removes 0.27 # of K / bu and beans around 1.3# of K / bu. 200 bu corn and 60 bu beans would remove 54 + 78 = 132# and you only applied 120#. If your yields are less your 200# of potash every other year should have been enough. But if your yields are higher, which it says you're from Illinois so maybe, then you would be even shorter on K. Just something to consider.
