If you have the touch for the cattle, your idea does and will work.You have to watch so they all get each get enough milk when thy are real small yet though.Surge buckets are the way to go in my opinion We worked with them for decades....... You need a vacuum source and other than that they are self contained and they are not much more than scrap metal price and anyone can work on them to make them work.New inflations and hoses and lid gasket,and a repeir kit for the pulsiator and you are good to go. Oh..... and some really fine fine sand paper to sand the pulsiator block and valves smooth.
Good luck breaking in a dozen heifers. That is one thing in dairy I dont miss doing.But it beats milking by hand.
