I have planted winter wheat into dry dirt late fall and had it come up in late Feb or early Mach and it has done just fine. I have also planted winter wheat as late as Mar 1 And had it make grain. Yes, optimal is for it to come up in the fall but early spring germination is fine as long as it catches a few frosts. The amount of frost required however will vary by variety wheat breeders tell me.
