W Texas | It isn't an issue of dormancy. The process is called vernalization. The plant has to experience cold to ensure it won't try to form a head in the fall.
Wheat and all other winter crops will joint in the fall. If you plant them early enough and have the right growing conditions it will get waist high. If it does joint, it is very susceptible to cold injury.
If it comes up in winter or early spring, it all depends on if it gets enough cold nights after emergence. 8 or 10 cold nights will do the trick, as far as I know.
