It varies by variety but approximately 5 to 6 weeks below 45F after the seed has germinated are required for vernalization. That means that in northern climates winter wheat can actually vernalize and be fine if germinated in March most years. Yes it will likely yield less but it may not be a disaster assuming that it germinates then.
