I am going to take a guess at this, and realize - this is only my conjecture.

Monsanto has brought out the RR2 crops - both corn and soybeans.  Since the original RR technology is going off-patent, Monsanto is going to focus its enforcement on the RR2 technology - going after people who are saving beans with the RR2 gene.  And they are not going after the people who are saving beans with the original RR gene.

Pioneer - Dupont - is stepping up efforts to go after people who are saving beans with the original RR technology.  They are doing this because Monsanto is not.  They are doing this to protect their investment in their breeding program.  They are doing this because many (or all?) of these soybean varieties are patent protected.  This is not necessarily about farmers wanting to use (save) the RR technology.  This is about the rest of the soybean genetic package. 

This article is talking about Dupont. But you may - and I say "may" - see other non-Monsanto companies doing the same thing. 

Again, this is all conjecture on my part.  If you know facts differently, speak up!
