What year? Our 80' did similar and I checked the suction screen first, called dealer they wanted me to check a relief valve. Seems like I went ahead and pulled the imp hyd pump ( on rear of accessory) drive and pulled it apart and found pieces. Got a new one and went back to working better than it had in a long time. Seems like 80's were the only ones with a steer pump and an imp pump, IIRC.
