I pay right around $350/yr for insurance, farm plates. License is $1400ish dollars (forgot exact total).
Could not tell you on crossing state lines as the semi has never crossed. Do it with my duramax and 20,000lb gooseneck and i've never been stopped for not having fuel permits or anything like that. Fully DOT stickered and compliant, must not care about the small outfits.
