I'd venture to guess that the engine you have is plenty of power for the job @ 1800. Never been around any Deutz that burned that much oil, all mine were check when started and add a quart or two in a few days. Just a thought, have you ever tried different brand of oil? Or maybe some Lucas oil treatment?
