I've had good luck no tilling wheat behind cotton. I'm using a 750 drill and generally have had success getting a good stand. I burn down ahead of the drill and use good treated seed. Personally I think a Great Plains style drill with a coulter ahead of the opener does a lot better job no tilling behind corn than a 750 style drill. A lot of people around me are still working ground ahead of wheat, but a little patience and the right style drill for the job makes a huge difference. Proper timing of fungicides when no tilling wheat behind corn makes the practice viable in my opinion.
