I added under the floor heat to my 112 year old house. The kitchen and bathroom had only a crawl space under them. I looped heating tubes between every floor joist and then put a 1 inch insulating board on the bottom of the floor joist to close up the cavity. It works fantastic,it is connected to an outside wood boiler and on a thermostat. The rest of the house has cast iron radiators and is connected to the outside wood boiler in a separate loop. PS When putting the tubes between the floor joists I was advised to place them about 1/2 way down so any future nailing on the above floor would not puncture the tubes.
