SE PA
I don't know but i'm planning on putting some in yet today or Monday in a plot with cereal rye and triticale. Will observe emergence. I should get some soil temperature monitors like you have!
I've planted Tillage Radish in Nov, Dec and Jan. They emerged early March. It is not uncommon for radish seed planted in dry conditions in the fall to not germinate and emerge in the spring- the buggers are tough. I'm looking at dormant seeding as a possible opportunity in years when you can get in the ground. All my research is geared to subsequent crop yields so we'll try and get some numbers to see if this practice pays. I assume it may some years and other years may not.
