Yes I have and when we did it last year, we did not even try to collect data on the radishes planted on October 8, because there was almost nothing to measure. The PIC below taken Dec 1 is of our oat/radish mixes , the best we measured planted October 1. These radishes captured less that 5# N/acre, and are at the minimum growth for a return in the following corn crop in my opinion. I have no experience with radish in wheat.

Over the last four years I have added radishes to hundreds of acres of proven cover crop strategies and for my money will consider October 1 my latest planting date here in SE IL. I will not say that benefits cannot be achieved, just that the risk vs reward increases quickly at some point.
