Maybe, it was more of a lack of communication.
If you had mention, to your co-worker, that you would be close to his machine, then maybe he would have look for you, before moving.
EDIT: I wasn't there, is I don't really know, just seems to me, If people speak up a little more, on the job site, and don't assume everyone knows what the next guy is thinking, then things could be safer.
