I don't know. I went by a field the local BTO's were cutting and I thought it was Star Wars or something. I went home and got my lightsabre just in case.
I think they are supposed to signal the cart, which is a great idea. If you have a cart. Sort of like strobe lights on pivots. What good are they if no one is around?
