Yup every one is on the right trac. You could weld 1/4" key stock to the starter roll. Make sure there is no sharp edges for the net to grab the starter roll and wrap on it. Also check the slip clutch on the sledge drive. It's on the right side and has a short roller chain on it. I have seen chain oiler kits installed at the sledge drive chain. This will not work because the oil works its way into the slip clutch. The new BR balers do not have a clutch there anymore so just make sure the friction disks are ok and tighten the three bolts on the spring disks all the way tight. It sounds to me like the sledge is not working and the belts are doing all the work to start the core. I have worked on these balers for 12 years and our dealership sold as many as 75 round balers a year so there's a lot of them I have repaired. Good luck I hope this helps
