Goat fence is fine with high tensile but you need to have a set in from the rest of the fence wire. It causes them to reach their head t the other fence and then they get shocked and don't jump thru. what I have heard. If you have woven wire they like to stand on the wire and set in wire shocks them so they can.t stand on the fence or climb up it. If you have neutral wires to a ground and they reach thru the hot and touch the neutral it should get their attention.
