Not sure this is true anymore.  From what I hear the "experts" say - and I no expert - harvesting corn silage a bit drier - say in the mid-60's - will give better starch digestibility.   You don't want it too dry, but 70% might be a bit too wet.  Years ago, that was considered acceptable.  Not sure it is true today.
