The surface is crumbling or the foundation is cracked? On the surface crumbling, clean it all off, use a concrete patching mix by quick crete etc. These usually work well where you have to feather the edges out to get a nice repair. You can also use bonding agents you brush on the cleaned surface before troweling the repair mortar into it.
